Racin' Lumina (APV That Is)

I pass this vehicle every time I visit my parents and finally took the opportunity to get a picture of it. This was originally a Lumina APV (click here to see a picture of a non-modified version). What exactly encourages a person to take an extremely boring minivan and turn it into THAT?

Items to note: it is jacked up about two feet, but it has standard size wheels; it has a winch; the awesome paint job. As an aside, I wasn't able to capture them in picture, but there are boats both in front of and behind this vehicle, neither of which look particularly seaworthy.
